			<description>       Awards Night 2007 Scholarships   Royal High School Scholarships &#8211; At the May 17th, 2007 Awards Night, four Royal High School students were selected to receive $1,000 scholarships: Jessica Lynn Davis (represented by her Dad), Courtney Ivy, Cesar Robledo, Jr., and Logan Taylor Smith. Last year, Elise Dawson, Michael Wahoski, Alyssa McCue, and Courtney Wilder were awarded the scholarships in the programs first year.                Awards Night Presentor, Pastor Brad Morgan, served as the coordinator for the program on behalf of L.C. Orrick Outreach for a second year. and is shown here making the presentation. Orrick Outreach, Inc. was chartered as a Non-profit corporation which is chartered for religious purposes under section 501 ( c ) ( 3 ) of the Internal Revenue Code. Our founder, Rev. L.C. Orrick, operated the corporation as a vehicle for placing his religious program called The Hour of Hope on many radio stations across Texas. At his death on February 15, 2002, the remaining officers of the corporation not only kept his program on the air, but also began to develop plans to build KQLC-LP, a low power FM radio station for which he had made application before his death, and to offer scholarships to college students. 			<description> Our founder, Rev. L.C. Orrick, for many years opened the Houston Livestock Show and Rodeo with a special prayer.    But I guess thats jumping a bit ahead. L.C. was born September 14, 1933 in Rotan, Texas to Mary Loretta and Cyrus Orrick. and had a brother named Kim Brent Orrick.     A retired United Methodist minister at the time of his death on February 15, 2002, Rev. Orrick had served churches for more than 50 years including student appointments. His appointments were: Summerfield (1952-53), Elysian Fields Circuit (1953-56), Beckville (1956-60), Naples (1960-66), Port Arthur St. Marks (1966-69), Houston St. Philips (1969-84), and Houston Fair Haven (1984-2001).    The Sunday before his death, he preached at the first service of worship of the Believers Fellowship he was instrumental in organizing. He had a major role in inspiring candidates for the ministry. He received an Associate of Arts Degree from Lon Morris College in 1952 and a Bachelor of Arts degree from Centenary College...

Bob Luton  gave these remarks to briefly review  how KQLC-LP came about...   I first met L.C. Orrick in 1983 when I served as an Associate Minister with him. About 4 years before that, he had started a radio program called The Hour of Hope and had set up a little non-profit religious corporation to nest it in. His mom and his brother were the other trustees, and they met over a cup of coffee when he went home to Longview for Christmas to conduct their annual business. Fred Riepen, did the foundational legal work back then, (and continues to help us) and The Hour of Hope has been on the air ever since. Most recently, KHCB has continued to air the program on its network of 14 stations covering a large part of Texas for more than 10 years. &lt;p&gt;Of course, human beings are political creatures especially when decisions affecting all of us need to be made and leaders need to be elected.&amp;nbsp;Our board and our station are not unmindful of the proper place of politics in community life.&lt;/p&gt;
&lt;p&gt;However, KQLC-LP does not permit on the air content concerning political candidates and elections other than urging everyone to vote.&amp;nbsp;To air content of that kind places at serious legal risk our very existence as a religious non-profit organization.&amp;nbsp;Even airing public service announcements about events which have a broad political purpose creates issues for us.&amp;nbsp;Of course, issues of community interest may be discussed, but extreme care must be taken that these not be veiled endorsements for certain candidates or parties. We are bound by FCC regulations to log all requests for political content, but we politely and respectfully refuse those opportunities.&lt;/p&gt;
&lt;p&gt;&#8220;LPFM licensees are to have a complete record of all requests for broadcast time made by or on behalf of candidates for public office, together with an appropriate notation showing the disposition made by the licensee of such requests, and the charges made, if any, if the request was granted.&#8221;&lt;/p&gt;

&lt;p&gt;So if anyone is in Christ, there is a new creation: everything old has passed away; see, everything has become new! All this is from God, who reconciled us to himself through Christ, and has given us the ministry of reconciliation; that is, in Christ God was reconciling the world to himself, not counting their trespasses against them, and entrusting the message of reconciliation to us.&amp;nbsp;So we are ambassadors for Christ, since God is making his appeal through us; we entreat you on behalf of Christ, be reconciled to God. For our sake he made him to be sin who knew no sin, so that in him we might become the righteousness of God.&lt;/p&gt;
&lt;p&gt;Putting the temptation to preach a sermon on these passages aside, we hope it&#8217;s clear when you read those passages what our board sees our overall mission to be as an agent of encouragement to all in Christ as we proclaim reconciliation in community. &lt;/p&gt;

&lt;p&gt;The Federal Communications Commission (FCC) grants licenses to two types of radio stations: commercial and non-commercial.&amp;nbsp;Commercial radio stations are licensed to a group of investors who make money on station profits. Non-commercial radio stations are licensed to a variety of non-profit entities ranging from state agencies to school boards, universities, and community groups.&amp;nbsp;Historically, most non-commercial stations were owned, operated, and financed by educational institutions. But since 1949, when the&lt;/p&gt;
&lt;p&gt;first Pacifica station was founded, non-commercial licenses have been granted to non-profit corporations of community individuals.&amp;nbsp;These are community radio stations.&lt;/p&gt;
&lt;p style=&quot;text-align: center&quot; align=&quot;center&quot;&gt;&lt;strong&gt;What&#8217;s LPFM?&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;In January 2000, the Federal Communications Commission (FCC) adopted rules creating a new, low power FM radio (LPFM) service.&amp;nbsp;Under these rules, small community groups are allowed to reach out via ordinary radio signals to listeners in local areas.&amp;nbsp;In April 2000, the Commission began soliciting for applications from community groups who wished to start stations under these new rules. Applicants were to be non-commercial, local groups.&lt;/p&gt;
&lt;p style=&quot;text-align: center&quot; align=&quot;center&quot;&gt;&lt;strong&gt;How Was KQLC-LP Licensed?&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The LPFM construction permit for which Rev. L.C. Orrick applied before his death on February 14, 2002 was granted by the FCC on 08/26/2002. &lt;/p&gt;
&lt;p&gt;Once the former nursery site was selected, a minor modification was submitted to the FCC which was granted this application on 12/10/2003. This authorization would expire on 02/26/2004 unless the station was on the air by that time.&lt;/p&gt;
&lt;p&gt;With just a few days to spare, program tests were completed and reported to the FCC on &amp;nbsp;February 19, 2004.&amp;nbsp;The request to grant a full license was granted on 03/03/2005.&lt;/p&gt;
&lt;p&gt;We made some modifications to the tower to improve our signal and asked the FCC to approve the changes which were granted on 08/10/2005.&amp;nbsp;The license to cover that permit was granted on March 6, 2007.&lt;/p&gt;
&lt;p&gt;Our license renewal through 08/01/2013 was granted on 5/09/2007.&lt;/p&gt;
